Consumer Credit Counselling in India: How It Works and Who Offers It

Consumer credit counselling provides individual borrowers with guidance on managing loans and credit cards. Depending on the service, a counsellor may review your income, expenses, repayments and credit report before discussing possible next steps. In India, support is available through bank-run counselling centres, debt resolution companies and independent advisers. Counselling itself is not a loan and does not remove outstanding debt.

Key Summary

  • Consumer credit counseling in India comes from bank counselling centres, debt resolution companies and independent counsellors.

  • Unlike in the US, most Indian borrowers don’t go through counselling as part of a bankruptcy filing.

  • RBI has asked banks to set up Financial Literacy and Credit Counselling Centres.

  • For digital lending arrangements covered by RBI’s directions, the regulated lender is responsible for paying the fees payable to its Lending Service Provider (LSP). An LSP cannot separately collect those fees from the borrower.

  • Counselling itself doesn’t affect your CIBIL score; what you do afterwards does.

What Is Consumer Credit Counseling?

Consumer credit counseling is guidance for an individual borrower who wants help handling loans and credit cards. The word “consumer” simply means you, a person, rather than a business. A counsellor may review your income, expenses and outstanding repayments to help you understand your financial position and consider practical next steps.

People usually look for it at one of three moments. Some have just noticed that most of their salary disappears into EMIs before the month even starts. Some have missed a payment for the first time and want to stop it happening again. And some are already getting recovery calls and don’t know which way to turn. All three can get something useful from a session, though what they walk away with will differ.

Here’s what a counsellor typically does:

  • Reviews your income, EMIs and credit report. They look at what comes in each month, what goes out, and what your lenders are reporting about you. The credit report can help identify reported accounts that you may have overlooked, including certain app-based loans or BNPL arrangements.

  • Builds or adjusts a budget. They help you fit EMIs and essentials into your salary, with room for a small emergency buffer. If the maths doesn’t work, they’ll tell you plainly.

  • Explains your options and next steps. They lay out the routes open to you, from a simple repayment order to talking to your bank about changing your loan plan. They can help you compare the available options and understand which may be suitable for your circumstances.

And here’s what it isn’t:

  • It isn’t a loan. No money is lent to you in a counselling session, and you shouldn’t be asked to sign for one there and then.

  • It isn’t debt removal. Nothing you owe disappears because you spoke to someone. Your EMIs stay due until a route like consolidation or settlement actually changes them.

  • It isn’t a guarantee. A counsellor can’t promise your bank will agree to anything. Banks make their own decisions under their own policies.

If you want the fuller picture first, here’s the meaning of credit counseling, including how it differs from debt counselling.

One thing to know before you search further. The term “consumer credit counseling” comes from the US, and most results online describe the US system. India works differently, and those differences change what you should expect from a session here.

It also helps to know where you stand before any session. FREED’s Credit Insights uses information from an Experian credit report to help users review their credit profile and identify account entries or repayment behaviours that may be affecting it. This information may provide useful context during a counselling session.

How Is Consumer Credit Counselling in India Different From the US?

Search for consumer credit counseling and most results describe the US system: nonprofit agencies, “certificates”, bankruptcy courts. Some of the basic ideas carry over to India. A lot of the mechanics don’t. Here’s how the two commonly compare:

Point

Common in the US

In India

Who usually offers it

Nonprofit counselling agencies

Bank-run counselling centres, debt resolution companies and independent counsellors

Link to bankruptcy

Counselling is commonly required before a bankruptcy filing

Consumer bankruptcy isn’t a practical route for most individual borrowers

Repayment through the agency

Agencies often run a repayment plan with your lenders

Usually you deal with your bank directly, or a company handles consolidation or settlement for you

Cost

Varies; many agencies charge small fees

Varies by provider; ask upfront how they charge

This is a general comparison. Details vary by provider in both countries.

So what actually carries over from those US articles? Three things do. First, the review itself: income, expenses, every debt, laid out side by side. Second, the budget: putting essentials and EMIs first, and spending around them. Third, the honesty: a good counsellor anywhere will tell you when the numbers don’t add up.

What doesn’t carry over is what happens after the session. In the US, some counselling agencies offer debt management plans, while pre-bankruptcy counselling is required in specified consumer bankruptcy cases. In India, counselling generally focuses on reviewing a borrower's finances and discussing possible arrangements with lenders. The exact process depends on the provider and the option selected.

In India, the practical routes after counselling are agreements with your lender. That usually means one of three things:

  • Restructuring (changing the loan plan). Your bank stretches the repayment time or adjusts the EMI. You keep paying, just a smaller amount.

  • Consolidation. One new loan pays off several old ones at once, leaving you with one EMI on one date.

  • Settlement. If you genuinely can’t repay in full, the bank may accept a reduced amount as full and final payment.

So if you’ve read a US article and wondered whether a “plan run by the agency” exists here, the honest answer is usually no. In India, a counsellor points you to a route. Then you, or a company you choose, carries it out with your lenders. That’s an important difference, because it means you should always know who is talking to your bank, and in whose name.

That’s where FREED fits in for many borrowers. Its Loan Consolidation Plan and Loan Settlement Plan are two of the routes counselling often points to, and FREED handles the work with lenders for you, with every step in writing.

Who Offers Consumer Credit Counselling in India?

Consumer credit counseling in India comes from three main places. Each one suits a different need, so it’s worth knowing what to expect from each before you choose.

Bank-run Financial Literacy and Credit Counselling Centres

RBI asked banks to set up these centres in 2011. Its 2016 guidelines then asked banks to strengthen them and run regular financial literacy camps. The focus is on helping people understand money basics, banking and credit. What each centre offers varies by bank and location, so ask at your own branch what’s available near you, and what kind of help they can give on your loans. Here’s a guide to financial literacy and credit counselling centres.

Debt resolution companies

These companies counsel you and then carry out what you agree on, like consolidation or settlement. That makes them a “talk and do” option rather than advice alone. The upside is that you don’t have to manage the negotiations yourself. The thing to check is how they charge and where your money is held, especially if any savings are involved.

Independent counsellors or advisers

Some work on their own, others through financial advice firms. An independent counsellor may help you compare different options. Before engaging one, check their qualifications, experience, fees, potential conflicts of interest and the scope of the advice they provide.

Here’s how the three compare at a glance:

Provider

Best for

What to ask

Watch for

Bank counselling centre

Understanding your options and money basics

What help they offer on loans and cards, and whether there’s any charge

Advice may focus on that bank’s own products

Debt resolution company

Moving from advice to action: consolidation or settlement

How they’re paid, and where your money is held

Pressure to sign up before you understand the plan

Independent counsellor

A neutral view of all your options

Their fee, their experience, and whether they earn from any product

Anyone who asks for an OTP or a personal payment

How do you choose? It depends on what you need right now. If you mainly want advice on budgeting and options, a bank centre or an independent counsellor can help. If you are considering consolidation or settlement, a debt resolution company may provide assistance with the process. Compare its fees, services and responsibilities with other available options before signing up. For a deeper guide, here’s how to choose a credit counseling agency.

FREED is one of the debt resolution companies. With its Loan Settlement Plan, your savings sit in an account in your own name, held by an independent trustee. So you can check exactly where your money is held, which answers one of the most important questions in the table above.

Whichever you pick, walk in with your numbers ready.

How Does Consumer Credit Counseling Work, Step by Step?

Consumer credit counseling works best when you arrive prepared. Most of the value comes from the work you do before the session, and from the summary you leave with.

Before the session: bring these

  • The last 3 statements for every loan and card. They show balances, rates and what you’ve actually been paying.

  • Your credit report. It lists every account in your name, including ones you’ve forgotten. Every bureau gives you a free annual credit report.

  • A recent salary slip. It shows your real take-home pay, after deductions.

  • A list of your monthly essentials. Rent, food, school fees, bills, travel. Be honest here, because the plan depends on it.

  • Any letters from lenders or recovery agents. They show what’s already happening on each account.

During the session: what usually happens

  • Your income and essentials are reviewed. This shows how much is really left for EMIs each month.

  • Every debt is listed. Your credit report helps here. Here’s how to read your CIBIL report.

  • Your EMI share of salary is worked out. Add up all EMIs and card payments, then divide by your take-home pay.

  • Your options are explained. You’ll hear which routes fit your situation, and which don’t.

  • A next-step plan is agreed. You leave knowing exactly what to do first.

Here’s how that plays out for one person. Say you take home ₹40,000 a month. You pay a ₹10,000 personal loan EMI, ₹6,000 towards a card with ₹1,20,000 due, ₹3,500 on an app loan and ₹2,500 on a BNPL plan. That’s ₹22,000 a month, or 55% of your salary. You’re still paying everything, but there’s almost nothing left for a bad month.

Before you leave, ask for a one-page summary. For this person, it might look like this:

Item

Example

Total debt

₹3,55,000 across 4 accounts

EMI share of salary

55%, above the 50% line

Recommended path

Consolidation, since all payments are still current

Next 3 actions

Pull the credit report; confirm every balance; check eligibility for one consolidated loan

Fees involved

Who charges what, and when

For that person, one illustrative loan of ₹3,55,000 at 14% over 36 months would be about ₹12,133 a month, or about 30% of salary. That’s a big drop in the monthly load. But it runs for 3 years, so ask about the total interest too, not just the EMI.

This example is illustrative. Rates and ranges shown are indicative. Final terms decided by the bank. FREED is not a Loan Provider. No outcome is guaranteed. Please verify directly with your bank.

If a counsellor can’t give you a summary like this, that’s worth noting.

FREED Expert Tip

Bring your credit report to the first session. It catches small app loans and BNPL dues that people forget to mention.

What Can Consumer Credit Counselling Lead To?

Consumer credit counseling usually ends with one of four routes. If you’re still deciding whether you need a session at all, here are the signs you need credit counseling. Here’s where each route fits, and what it does to your credit score:

Outcome

Who it suits

Credit score effect

A budget and repayment order (snowball or avalanche)

EMIs under 50% of salary, no missed payments

Stable or improving

A restructuring request

One loan getting tight, still paying

Ask your bank about the effect

Consolidation

Several loans, EMIs over 50%, still paying

Doesn’t drop; tends to improve

Settlement

EMIs missed and genuinely unable to repay

“Settled” mark for up to 7 years

Here’s how to tell which row is yours.

A budget and repayment order fits when the numbers already work, but you want a clearer plan. Your EMIs sit under half your salary and nothing’s been missed. The counsellor helps you pick an order, so extra money goes where it saves the most.

A restructuring request fits when one loan is the problem, not all of them. Maybe a big personal loan EMI is squeezing you after a job change. You ask your bank to stretch the repayment time or adjust the EMI. You keep paying, just a smaller amount for longer.

Consolidation fits when several loans add up to more than half your salary, but you’re still paying all of them. Like the person in the earlier example, at 55%. One new loan pays off the rest, and you’re left with one EMI on one date.

Settlement fits only when repaying in full is no longer possible. Settlement is not something a borrower chooses out of preference. Banks consider it only when full repayment has become genuinely impossible, and the “Settled” mark then stays on your report for up to 7 years. Here’s how credit counselling compares with debt settlement.

The order of the table matters. Routes near the top keep more options open and do less to your credit score. So if two rows seem to fit, start with the one higher up.

One point surprises many people: counselling itself doesn’t change your CIBIL score. Talking to a counsellor isn’t reported to any credit bureau. What changes your score is the route you take afterwards, and how you handle it.

FREED covers the consolidation and settlement rows of this table. The Loan Consolidation Plan is for people still paying, and the Loan Settlement Plan is for people who genuinely can’t.

How Do You Check a Credit Counsellor Is Genuine?

Most counsellors are honest, but fake ones exist, especially online and on WhatsApp. They often target people who are already stressed, because stressed people decide fast. Before you share anything, run these 5 checks:

  • They explain all your options, not just one product. A genuine counsellor walks you through budgeting, restructuring, consolidation and settlement, then helps you pick. Someone pushing one product from the first minute is selling, not counselling.

  • They tell you upfront how they’re paid. You should know the fee, and who pays it, before you agree to anything. If they dodge the question, treat that as your answer.

  • They never ask for your OTP, net-banking login or UPI PIN. No genuine counsellor needs these, ever. Anyone who asks is trying to get into your accounts.

  • Any payment goes to an official account. That means a lender’s or a registered company’s official account, never a personal one or an individual’s UPI ID.

  • If they arrange a loan, the lender pays them, not you. Under RBI’s digital lending rules, a lender pays its loan agent (called an LSP, lending service provider) directly. The agent can’t charge you a separate fee on top. Any loan offer must also come with a KFS (Key Fact Statement), a one-page summary listing every charge.

That last rule is especially useful. If a “counsellor” says they’ll arrange a loan for a fee you pay them directly, something’s wrong. The fee should already be inside the lender’s charges, shown on the KFS.

Before you commit to anyone, ask these questions:

  • How are you paid, and by whom?

  • Will you explain every option, including ones you don’t earn from?

  • Who will talk to my bank, and in whose name?

  • Where will any money I pay or save be held?

  • Can I have the plan in writing before I sign anything?

A genuine counsellor answers all five without hesitating.

Watch for these red flags too:

  • Guaranteed “% off” promises before anyone has seen your loans

  • Being told to “stop paying now” before any assessment

  • Big upfront fees before any work is done

  • Pressure to sign today

If you’ve already paid someone who now isn’t answering, stop any further payments, keep every message and receipt, and report it through the national cybercrime portal or the 1930 helpline. Here’s more on how to tell if debt relief is a scam.

What the Law Says

Under RBI’s 2025 digital lending rules, a lender pays its loan agents directly. The agent can’t charge you a separate fee.

How FREED Helps After Consumer Credit Counselling

Consumer credit counseling tells you what to do. FREED is one of the places that does it. FREED is India’s trusted loan management platform, and over 20 lakh people trust it. Its founding team brings 50+ years of debt-resolution experience from the US.

Before or Alongside Counselling: Credit Insights and EMI Score

FREED identifies exactly what is pulling your credit score down and gives you a personalised action plan to improve it. That’s Credit Insights, and over 30,000 people trust it. It uses Experian’s report and refreshes monthly. Bring what it shows to your session, so the counsellor sees every account from the start.

Your EMI Score tells you how healthy your finances really are. It reads your income, savings and current loans, and shows exactly where you stand. That’s the EMI-share number a counsellor will ask for, worked out before you walk in. It’s free and has no effect on your credit score.

Loan Consolidation Plan (If You Can Still Repay)

If most of your salary goes towards paying multiple EMIs, FREED’s Loan Consolidation Plan helps you combine multiple loans into a single monthly EMI. This can reduce your monthly EMI burden by up to 50%.*

Here’s how it works. FREED assesses your profile, including your loans, income and repayment record. It matches you to a lending partner from its network. One new loan then pays off your unsecured loans and card dues at once, leaving one EMI on one date. Your score doesn’t drop because of consolidation, and it tends to improve as you pay the new loan on time. FREED has helped consolidate over ₹320 crore in loans so far.

Not sure if you qualify? Talk to FREED’s team. They’ll assess your situation and let you know if you’re eligible.

Loan Settlement Plan (If You Genuinely Can’t Repay)

If you genuinely cannot repay your loans, FREED negotiates with your lenders to settle them for less than 50%* of your outstanding dues.

The process starts with FREED understanding your full situation: loans, income, essential expenses and what you can realistically repay. You then save a fixed monthly amount into a Special Purpose Account (SPA) in your own name, held by an independent trustee, not by FREED. Once enough has built up, FREED negotiates with the bank. The bank decides the terms, and you decide whether to accept. No bank gets paid until you authorise the offer, and each account ends with a settlement letter from the bank.

The first settlement typically happens within about 4 months of enrolling, and the full programme typically takes around 1.5 years. FREED has settled 33,000+ accounts so far.

If Recovery Calls Turn Abusive

FREED Shield is available to everyone. FREED helps you understand your legal rights as a borrower, report inappropriate recovery practices, and raise complaints with your lender.

FREED handles unsecured loans only, like personal loans, credit cards, BNPL and app loans.

*Rates and ranges shown are indicative. Final terms decided by the bank. FREED is not a Loan Provider. No outcome is guaranteed. Please verify directly with your bank.

What Helps You Get the Most From Consumer Credit Counselling?

Consumer credit counseling only works if you use what you learn. A great session followed by no action changes nothing. These 5 habits make the difference:

  • Be completely honest about every loan. That includes money borrowed from family and friends, small app loans and BNPL plans you’d rather not mention. A plan built on half the picture will break the first time a forgotten EMI comes due. Counsellors have seen it all, so there’s nothing to be embarrassed about.

  • Ask for the one-page summary. It turns an hour of conversation into a list you can actually follow. Stick it somewhere you’ll see it, like your fridge or your phone’s home screen.

  • Act on the first next step within a week. Momentum fades fast. If step one is pulling your credit report, do it this weekend. One action taken early is worth more than a perfect plan left in a drawer.

  • Re-check your numbers after 30 days. See whether your EMI share and balances are moving the way the plan said they would. If they aren’t, go back to the counsellor, or rethink the route, before another month slips.

  • Don’t take a new loan while you’re deciding. It changes your numbers, adds a hard enquiry to your report, and can close off options the counsellor suggested. Pause all new credit until the plan is in motion.

There’s one more habit worth building: keep everything in writing. Save the summary, every email with your bank and every letter you receive in one folder. If anything is disputed later, that folder answers the question in minutes.

If you use FREED’s Credit Insights, its monthly refresh makes the 30-day check easy, because you can see whether your report is moving in the right direction without waiting for a yearly free report.

One honest session, one page of next steps, one action this week. That’s how counselling turns into less debt, not just more advice.

Frequently Asked Questions

Consumer credit counseling is guidance for individual borrowers on handling loans and credit cards. A counsellor reviews your income, EMIs and credit report, then helps you build a budget and pick a route. It isn’t a loan, and it doesn’t remove any debt. Think of it as a clear second opinion on your money, followed by a plan. What you do with that plan is what changes your situation.
